Position Description - Systems Engineer


PCG supports the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)) to ensure the defense acquisition community has suitable Research and Engineering capability to help define, develop, cost, test, produce, operate, and sustain defense systems throughout all phases of the acquisition life cycle. OSD develops and implements policy for all OUSD(R&E) areas of responsibility; works to build/maintain the workforce's currency, capability, and capacity; and continually maintains substantive technical engagement with Component organizations throughout the acquisition life cycles of major and selected acquisition programs. Additional engagements across government, industry, and academia help shape the future of DoD research and engineering.


PCG seeks a motivated, hardworking systems engineer to serve as a technical SME supporting the Deputy Director for Policy, Guidance, and Workforce Development.

  • Support the development of DoD policies to incorporate DoD-recognized best practices in systems engineering, including authoring policy, serving as "book boss" for critical sections, etc.
  • Support the Deputy Director by providing technical and management input to data calls, briefings, articles, and reports as required
  • Contribute knowledge in key DoD SE focus areas such as Prototyping and Experimentation, Mission Engineering, and Engineering Workforce Development
  • Manage the Systems Engineering Specifications and Standards (SESS) portion of the Acquisition Streamlining and Standardization Information System (ASSIST) database, which includes management of SESS contents & coordination of new/revised documents/standards for adoption/deletion/cancellation. Manage all activities from creating to retirement. Work with stakeholders from government and industry organizations to ensure timely response to each document and issue.
  • Work with Defense Standards & Standardization (DSPO) in analyses & studies related to standardization and parts management.
  • Provide recommended positions, policies & procedures to optimize standardization considerations during weapon systems design and appropriate reviews.
  • Analyze Government Accountability Office (GAO) reports for their potential impacts of implementing/adoption of Non-Government Standards (NGO).
  • Interface with industry standards organizations such as the Institute of Electrical and Electronics Engineers (IEEE), the International Organization for Standardization (ISO), International Electro-technical Commission, and the International Council on Systems Engineering

Qualifications

  • Bachelor's degree in an engineering discipline or related field
  • 5 - 15 years of related experience in Engineering, Computer Science, Mathematics, Operational Research, or related field
  • At least 5 years of engineering experience working in the defense acquisition community (industry, military, Government civilian, or contract support)
  • Familiarity with government and industry standards related to systems engineering
  • One or more years of hands-on experience with senior customer relationship management
  • "Systems Thinking" skills as applied to analysis and development of both complex technical solutions and long-term guidance
  • Strong analytical, problem-solving, prioritization, and organizational skills; proven ability to assess, select, and utilize a variety of methods and tools; strong written and verbal communication skills
  • Familiarity with DoDI 5000.02 and the DoD Acquisition Process, and the Defense Acquisition Guide
  • Strong emotional intelligence and ability to think and adapt quickly to changing requirements, stakeholders, and environment and take action
  • Strong consultative skills with a demonstrated understanding of requirements gathering and deduction of viable courses of action
  • Ability to transform ideas into practical implementation
  • Ability to speak and write in a clear and concise manner
  • Experience in planning and coordination of working group meetings with diverse participants
  • Experience in preparing, coordinating, and presenting briefings
  • Current, active Secret clearance required

Desired Qualifications

  • Demonstrated ability to think strategically/conceptually in the context of DoD acquisition, including familiarity with DoD management and oversight systems and databases
  • Demonstrated experience communicating with senior management/leadership, including presenting analytical results/recommendations in a dynamic, high-pressure environment.
  • Demonstrated experience developing policies, guidance, and standardization documents related to acquisition engineering or related technical fields
  • Knowledge of OSD inter-office coordination and communication protocols
  • Experience with DoDI 5000.02 and other DoD Component policies related to the defense acquisition system
  • Experience with Defense Acquisition Guide Chapter 3, Systems Engineering, ISO/IEC/IEEE 15288, IEEE 15288.1, and IEEE 15288.2
  • Demonstrated experience in planning, briefing, and coordinating senior-level technical reviews, panels, or similar meetings with diverse participants
  • INCOSE or PMP Certification
